Presentation: Five Keys to Improved Stakeholder Engagement: A framework for project delivery
Abstract:
Stakeholder engagement is one of the most decisive yet most difficult capabilities for project managers because it requires influencing without authority, balancing competing priorities, and maintaining trust across shifting organizational and delivery environments.
Project managers are often expected to engage stakeholders effectively while navigating hybrid delivery models, time pressure, incomplete information, and stakeholder fatigue.

This presentation provides a clear framework built around five practical keys to improved stakeholder engagement, helping project managers move beyond ad-hoc communication toward intentional, disciplined engagement. It equips leaders and delivery teams with actionable strategies to identify and analyze stakeholders, communicate transparently, build professional trust, involve stakeholders meaningfully, and continuously plan, monitor, and adapt engagement—reducing delivery risk, accelerating decisions, and increasing the likelihood of successful adoption and outcomes.

Donovan Mutschler is a consistently high-performing leadership practitioner with 35 years’ experience working in executive government and the Not-for-Profit sectors. He demonstrates leadership and management competencies, and practices engagement strategies which improve relations with internal and external stakeholders. Donovan’s five core values are spirituality, faith, teamwork, success, and truth. He sets his values into action as he nurtures highly successful teams that reflect a strong sense of integrity.
Donovan holds a Bachelor of Arts in Psychology from the University of Regina and a Masters in Marriage and Family Counselling. He also holds a master’s certificate in Professional Leadership from the University of Regina and is a certified change practitioner and training professional.
Donovan’s 26 years in federal and provincial executive government have included posts as policy and program officer, regional manager, director of corporate planning, and strategic engagement and development consultant. He served as the Saskatchewan regional coordinator for the National Managers’ Community, where he embraced his passion for leadership, coaching and engagement at all levels. He develops training workshops and leadership forums for himself and other professionals.
Donovan joined the Government of Saskatchewan’s Ministry of Education in 2015 and moved to the Ministry of SaskBuilds and Procurement in 2021. He currently serves as the ministry’s Strategic Engagement and Development Consultant.
Donovan also launched Edgewalkers Consulting in 2020, a leadership and management consulting business that focuses on facilitating continuous improvement and innovative thinking, and individual leadership and management development. He continues to work with private and public organizations, bringing processes that support continuous individual, team and organizational improvements.
